摘要
充分发挥党管人才的制度优势,是保证人才治理沿着正确方向不断创新发展的根本。以Z省30所本科高校为例,调查发现当前高校党管人才工作中存在思想认识不到位、工作合力不够凝聚、有效的抓手和载体不多、工作保障不够有力等问题,指出高校要进一步落实党管人才原则,充分发挥人才治理的多元主体作用,在治理体系和治理能力的提升框架下深入研究人才工作,健全和完善体制机制,创新方式方法,加强人才工作队伍建设。
Giving full play to the system advantage of the party supervision over personnel is the fundamental guarantee for the continuous innovation and development of talent management in the right direction. Taking 30 universities in Z Province as an example, the survey found the problems of the party supervision over personnel work in higher education institutions such as poor awareness, poor work cohesion, lack of effective method and inadequate job security. It suggests that the higher education institutions should further implement the principle of party supervision over personnel,give full play to the multi-subject role of talent management,carry out in-depth studies on framework of integrating talent work into the governance system and the governance capability improvement,improve the system and mechanisms,innovate working style,and strengthen the building of personnel working team.
