效率与公平视角下我国商业养老保险完善探析

Exploring the Improvement of Commercial Pension Insurance in China from the Perspective of Efficiency and Fairness

养老是国家发展需要面对的重要问题,老龄化背景下,多层次养老保障体系越来越被重视。目前我国养老保险体系的三大支柱已基本形成,第三支柱中商业养老保险的发展在社会养老事业中具有重要意义。但在推行过程中,商业养老保险仍面临着一系列难题。本文基于公共经济学“效率”与“公平”两大分析视角,对商业养老保险制度的完善进行思考,提出多主体多层面的改进措施,以期更好地推进我国养老保障体系的发展。

Pension is an important issue that needs to be faced by the development of the country.In the context of aging,the multi-level pension insurance system is being paid more and more attention.At present,the three pillars of China’s pension insurance system have been formed,and the development of commercial pension insurance in the third pillar is of great significance in the social pension cause.However,in the process of implementation,commercial pension insurance still faces a series of problems.From the perspective of“efficiency”and“fairness”in public economics,this article considers the improvement of the commercial pension insurance system and proposes multi-body and multi-level improvement measures to better promote the development of China’s pension security system.
