农村不动产确权登记工作中的问题与优化策略

Problems and Optimization Strategies in the Registration of Real Estate in Rural Areas

农村不动产确权登记,是实施乡村振兴战略、推动农村制度改革、加快城乡融合发展、推进宅基地“三权分置”改革等工作的基础。通过农村不动产登记,为村民维护自身不动产权利提供了保障,为国家实施乡村振兴战略提供了支撑。在多种因素影响下,农村不动产确权登记工作面临很多阻力和困难。本文以山东省济南市章丘区为例,阐述了在农村不动产确权登记工作推进过程中存在的困难,并结合实际工作经验,提出了一系列优化策略,为加快推动农村不动产确权登记工作的开展提出了指导建议。

The confirmation and registration of rural real estate rights is the basis for implementing the rural revitalization strategy,promoting the rural system reform,accelerating the integration of urban and rural development,and promoting the reform of“separation of the three rights of homestead”.Through rural real estate registration,villagers can safeguard their real estate rights and support the implementation of the country’s rural revitalization strategy.Under the influence of many factors,the registration of real estate in rural areas is confronted with many obstacles and difficulties.Taking Zhangqiu District,Jinan City,Shandong Province as an example,this paper expounds the difficulties existing in the process of promoting the confirmation and registration of rural real estate,and puts forward a series of optimization strategies based on the actual work experience,so as to provide guidance and suggestions for accelerating the development of the confirmation and registration of rural real estate.
