“十三五”期间上海市中医药科技创新发展情况、亮点及能力提升策略研究

Research on the Strategy of Improving Scientific and Technological Innovation Ability of Traditional Chinese Medicine in Shanghai during the 13th Five-year Plan Period

上海市中医药发展“十四五”规划编制研究课题组通过文献分析、问卷调查、专家访谈、实地考察等方式,对“十三五”期间上海市在打造中医药科技创新体系、推动中医药科技成果转化、强化中医药协同创新、加快中医药标准化建设等4个方面的现状和成果进行了总结,并在分析当前存在的瓶颈问题的基础上,提出“十四五”期间完善科技创新政策体系、加强科技创新平台建设、推动科技创新协同合作、强化科技成果转化应用、加大科技创新财政投入、推进科技人才队伍建设等策略建议。

Through the methods of literature analysis,Questionnaire Survey,expert interview,on-the-spot investigation,re⁃search group on“the 14th five-year plan for the development of Traditional Chinese Medicine in Shanghai”summarizes the pres⁃ent situation and achievements of Shanghai during the 13th five-year plan period,such as establishing the scientific and technologi⁃cal innovation system of Traditional Chinese Medicine,promoting the transformation of scientific and technological achievements of Traditional Chinese Medicine,strengthening the collaborative innovation of Traditional Chinese Medicine and establishing the stan⁃dardization construction of Traditional Chinese Medicine.Based on the analysis of the existing bottleneck problems,it should im⁃prove the policy system of scientific and technological innovation,strengthen the construction of scientific and technological innova⁃tion platform,promote the cooperation of scientific and technological innovation,strengthen the transformation and application of sci⁃entific and technological achievements,increase financial investment in cientific and technological innovation,and promote the con⁃struction of scientific and technological talent team.
