石化企业强化物资质量管控提升本质安全水平的探讨

Discussion on Strengthening Material Quality Control and Improving Essential Safety Level in Petrochemical Enterprises

分析了炼化企业物资质量管控中存在的采购、监管等4个方面的主要问题,提出了做好物资质量管控的8个方面应对措施,即建立从设立选型到物资采购、调试安装、运行监测、维护保养等全生命周期管控体系,从源头上为企业本质安全提供保障,从而实现“发展要安全”的根本目标.

The four main problems existing in the material quality control of refining and chemical enterprises,such as procurement and supervision were analyzed,and eight aspects of material quality control were puted forward.The countermeasures were to establish the whole life cycle control system from establishment and selection to material procurement,commissioning and installation,operation monitoring,maintenance and so on,so as to guarantee the essential safety of the enterprise from the source,thus achieve the fundamental goal of“safe development”.
