信息通信业实现“双碳”目标的路径研究

摘要 “双碳”是应对气候变化、实现绿色发展的重大国家战略,将成为我国经济社会持续健康发展的重要驱动力。文章从政策要求出发,明确信息通信业在“双碳”战略中,应同时发挥赋能者和执行者的作用,依靠数字技术推进自身降碳,助力全社会节能减排。全面总结信息通信业通过数字技术赋能行业清洁替代、供需平衡、节能降耗、循环利用以及治理优化五大减碳路径,以及面向信息基础设施、业务开展、基础管理和社会责任四方面推进自身减碳,为更高效、更科学地实现“双碳”目标提供参考。 Carbon peaking and carbon neutrality are major national strategies to combat climate change and realize green development,as well as important drives of the healthy and sustainable development of economic society.This article defines the roles that information and communication industry plays in carbon peaking and carbon neutrality strategies.As enabler and performer,by making the best of digital technologies,information and communication industry should promote carbon reduction itself and assisting the whole society saving energy and reducing emission simultaneously.This article summarizes five major paths of enabling carbon reduction,which includes clean energy replacement,supply and demand balance,energy saving,cyclic utilization and governance optimization,and also four major paths of self-carbon reduction,which includes the information infrastructure,business development,basic management and social responsibility,so as to provide reference for achieving carbon peaking and carbon neutrality goals efficiently and scientifically.
