随着2020年全面小康社会的实现,我国减贫事业进入推动共同富裕、缓解相对贫困的新阶段,探索构建相对贫困治理效果的评估机制,对巩固脱贫成果、提高相对贫困治理效果和完善相对贫困治理体系具有积极意义。在精准扶贫时期,我国已通过完善减贫考核评估体系和方式,为构建未来时期相对贫困治理效果评估机制提供了理论参考和实践基础。因此,结合新时代贫困治理的发展趋势,应从统筹城乡扶贫减贫效果、调整相对贫困治理效果评估方式、完善相对贫困治理效果评估的多维贫困指标体系出发,探索建立相对贫困治理成效评估机制和评价体系。相对贫困治理效果评估机制要围绕构建解决相对贫困的长效机制进行谋划和突破,进而推进相对贫困治理体系和治理能力现代化。
