共享平台自雇者参保问题与对策--以上海市为例

从“新就业形态”的涌现到新消费的扩展,从重新就业的创造到数字化的发展,经济发展出现了一系列积极的新特点、新趋势、新机遇。而这种灵活的就业形势发挥积极作用的同时,也存在着权益保障不足、服务监管困难等问题,故建立完善的共享平台自雇者社会保险制度具有重要的意义。通过研究自雇者在参加社会保障中遇到的问题,提出相应的解决对策,即建立健全社会保障体系;加强组织领导,抓好政策落实;加强保障人力资源建设。

From the emergence of “new employment form”to the expansion of new consumption,from the creation of new employment to the development of digitization,a series of positive new characteristics,new trends and new opportunities have emerged in economic development.While this flexible employment situation plays a positive role,there are also problems such as insufficient protection of rights and interests,difficulties in service supervision and so on.It is of great significance to establish a perfect social insurance system for self-employed people on a shared platform.By studying the problems encountered by self-employed people in participating in social security and putting forward corresponding solutions,That is to establish and improve the social security system;Strengthen the organization and leadership and pay close attention to the implementation of policies;Strengthen the guarantee of human resources construction.
