“揭榜挂帅”机制存在的问题及对策研究——以解决科技型企业关键技术难题为例

Research on the problems and countermeasures of the mechanism of “expose the list and taking the lead”:taking solving the key technical problems of scientific and technological enterprises as an example

“揭榜挂帅”是一种与传统方式不同的科技计划项目组织实施方式,就是利用“能者上”的市场化竞榜机制遴选最优的解决方案提供方。在破解关键核心技术难题过程中,“揭榜挂帅”机制的适用性和作用凸显。文章通过对“揭榜”机制关键环节及存在问题的探讨,从校企共建、市场机制、资源共享、氛围营造4个方面针对性提出了高质量推进“揭榜挂帅”工作的建议,通过“揭榜挂帅”机制有效解决企业技术创新关键难题,进而逐步实现行业关键技术的自主可控,助推科技自立自强。

“Expose the list and taking the lead”is a way of organizing and implementing science and technology projects that is different from the traditional way,uses the market-oriented ranking mechanism of“talents”to select the best solution providers.In the process of solving key core technical problems,the applicability and role of the“expose the list and taking the lead”mechanism are highlighted.Through the discussion of the key links and existing problems of the“expose the list”mechanism,this paper puts forward suggestions to promote the“expose the list and taking the lead”work with high quality from the four aspects of school enterprise co-construction,market mechanism,resource sharing and atmosphere building.Through the“expose the list and taking the lead”mechanism,the key problems of enterprise technological innovation can be effectively solved,so as to gradually realize the independent control of key technologies in the industry and promote the self-reliance and self-improvement of science and technology.
