完善我国立法性别平等评估机制研究

建立和完善立法性别平等评估机制是贯彻落实男女平等基本国策的重要举措,对推进社会性别主流化进程、促进形成男女两性和谐发展的社会环境,具有十分重要的意义。从2012年至今,各地纷纷设立了地方性的立法性别平等评估机制,针对地方性的法规政策开展性别平等评估,取得了一定的成效,但也存在法律依据不足、评估工作规范性欠缺、评估范围较小等问题。应及时总结经验,有针对性地完善评估指标体系,优化评估流程,扩大评估范围,健全评估专家遴选机制,并尽快在国家层面建立和实施立法性别平等评估机制。

The establishment and improvement of the legislative evaluation mechanism of gender equality is an important measure to implement the basic national policy of gender equality and protect women’s legitimate rights and interests.It is of great significance to promote the process of gender mainstreaming and promote the formation of a social environment for the harmonious development of men and women.Since 2012,various localities have set up gender equality evaluation mechanisms for local legislation,and achieved certain results.We should sum up experience in time,further improve the evaluation index system,optimize the evaluation process,expand the scope of assessment,improve the selection mechanism of evaluation experts,and establish a legislative gender equality evaluation mechanism at the national level.
