基于政策文本分析的医药“揭榜挂帅”制度实施策略研究

Research on the Implementation Strategy of“Revealing the List and Domination”System in the Field of Medicine Based on Policy Text Analysis

基于394份各省市和10份中央“揭榜挂帅”政策及53篇科研论文,本研究以文本内容分析,就药学领域重点关注问题以及现代大学治理体制机制改革中的难点问题,分析该制度的运行流程。研究表明,目前“揭榜挂帅”制度在医药卫生领域的实践内容研究相对较少,但该制度在医药领域的实施范围却在不断扩大。该研究旨在为高等院校和科研院所建立“揭榜挂帅”制度提供参考。

Based on 394 provincial and 10 central government policies and 53 research papers,this study analyzed the textual content of the system and analyzed the operation process of the system with respect to the key concerns in the field of pharmacy and the difficult issues in the reform of the modern university governance system.The study shows that there is relatively little research on the practical content of the“Revealing the list and Domination”system in the field of medicine and health,but the implementation of the system in the field of medicine is also expanding.This study provides a reference for the establishment of the“Revealing the list and Domination”system in higher education institutions and research institutes.
