四川岷江犍为航电枢纽工程移民安置补偿费用变化原因分析

Cause Analysis on Change of Resettlement Compensation Cost of Qianwei Navigation-Power Junction Project on Minjiang River in Sichuan

四川岷江犍为航电枢纽工程的移民安置自移民安置规划审定到枢纽工程一期蓄水完成,时间跨度较长,移民安置补偿费用也出现了较大的变化。笔者从搬迁移民意愿变化、土地补偿标准变化、行业概算定额调整和主要建筑材料市场价格变化等方面对移民安置规划审定的结果与调整变更后的结果进行对比,总结分析犍为航电枢纽工程移民安置补偿费用变化的主要原因。

The resettlement of Qianwei Navigation-Power Junction Project on Minjiang River in Sichuan Province has a long time span from the approval of resettlement planning to the completion of the first-stage impoundment of the Junction Project,and the resettlement compensation cost has also changed greatly.The author compares the results of resettlement plan approval with the results after adjustment and change from the aspects of the change of resettlement willingness,the change of land compensation standard,the adjustment of industry budget quota and the change of market price of main building materials,and summarizes and analyzes the main reasons for the change of resettlement compensation cost of Qianwei Navigation-Power Junction Project.
