摘要
《西部陆海新通道总体规划》将柳州市定位为西南地区重要节点城市和物流枢纽。随着经济社会的快速发展,目前的防洪标准将无法满足其战略定位的要求,需要结合现状防洪工程体系,研究远期防洪水库布局。通过分析柳江中下游远期防护重点及标准,明确流域各支流洪水情况,并分析比较构建防洪体系方案,提出柳州市城区远期防洪标准为200年一遇,并提出构建洋溪水库、落久水库、勒马水库+防洪堤的综合防洪体系。经过综合分析,该体系可以满足柳州市远期防洪标准,为经济社会发展提供保障。
Liuzhou City is positioned as an important node city and logistics hub in southwest China in the overall Plan of New Western Land-Sea Corridor.With the rapid development of economy and society,the current flood control standards will not meet the requirements of its strategic positioning.It is necessary to study the layout of long-term flood control reservoirs in combination with the current flood control engineering system.By analyzing the key points and standards of long-term protection in the middle and lower reaches of Liujiang River,the flood situation of each tributaries in the basin is clarified,and the scheme of flood control system is analyzed and compared.It is proposed that the long-term flood control standard of Liuzhou City is 200-year flood event,and the comprehensive flood control system of Yangxi Reservoir,Luojiu Reservoir,Lema Reservoir and levee is proposed.Through comprehensive analysis,the system can meet the long-term flood control standard of Liuzhou City,and provide guarantee for economic and social development.
