推动社区治理,是当前治理能力现代化建设中重要方面。公安机关作为执法部门在社区治理中同其他政府部门有着相同的目标,但是也有着不同的职能,在其面对、分析、认识社区时,应进行体现公安机关特色的差异化思考,从而发现掌握社区在安全稳定方面所面临的实际问题和现实存在的矛盾冲突,能够回应社区居民的新需求、新期待。因此,公安机关在参与社区治理过程中,要在社区战略中形成独具特色的认知逻辑,进而形成公安机关作为刑事强制力量和治安力量的战略展开模式,为社区群众提供优质的安全稳定的社会环境,与其他党政部门、社会组织和单位形成合力,达到社区治理的整体效能最优。
