高校协商民主是社会主义协商民主的重要组成部分。本文聚焦教职工代表大会为主要形式的高校协商民主,探讨高校内部治理体系与协商民主的基本内涵,揭示以教职工代表大会作为主要形式的协商民主对推进高校治理现代化的重要意义。推进高校协商民主建设,需要学习贯彻习近平新时代中国特色社会主义思想,在高校治理中不断提高协商民主意识,细化高校教代会协商民主的实施细则,创新高校治理和协商民主的融合机制,厘清党政领导权力与教代会民主管理权力,理顺工会代表大会和教职工代表大会的职责关系,逐步把教代会打造为实质性、常设性机构。

Deliberative democracy in colleges and universities is an important part of socialist deliberative democracy.This paper focuses on the deliberative democracy of colleges and universities in which the faculty congress is the main form,discusses the basic connotation of the internal governance system and deliberative democracy of the university,and reveals the significance of the faculty congress as the main form of deliberative democracy to promote the modernization of university governance.To promote the construction of consultative democracy in colleges and universities,it is necessary to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,continuously improve the awareness of consultative democracy in the governance of colleges and universities,refine the implementation rules for consultative democracy of college and university congresses,innovate the integration mechanism between university governance and consultative democracy,clarify the power of party and government leadership and the democratic management power of the congress,straighten out the relationship between the responsibilities of the trade union congress and the faculty congress,and gradually build the congress into a substantive and permanent institution.
