我国地方政府文旅融合政策演进研究——基于四川省政策文本的分析

Research on the Evolution of Local Government′s Policy of Culture and Tourism Integration in China:Analysis Based on the Province Text of Sichuan

采用内容分析法,对四川省53份省级文旅融合相关政策文本进行政策主体、政策目标和政策工具不同演进阶段的分析,发现四川省文旅融合政策演进可分为三个阶段,呈现出质量逐渐提高、文旅融合意识逐渐深化的趋势,但其对需求类和供给类政策工具的使用长期不足。提出合理组合使用政策工具,政策制定主体应加强合作,客观看待政策数量,关注政策的可持续性的建议。

Using the content analysis method,this paper analyzes the different evolution stages of policy subjects,policy objectives and policy tools for 53 provincial-level policy texts related to cultural and tourism integration in Sichuan Province,and it is found that the evolution of cultural tourism integration policies in Sichuan Province can be divided into three stages,showing a trend of gradually improving quality and deepening awareness of cultural and tourism integration,but its use of demand and supply policy tools is insufficient for a long time.It is suggested that a reasonable combination of policy tools should be used,policy makers should strengthen cooperation,the issue of the quantity of policies should be viewed objectively,and the sustainability of policies should be paid attention to.
