提升领导干部政治能力建设思想探析

习近平总书记指出:“政治能力就是把握政治方向、把握大势、把握全局的能力,就是保持政治定力、驾驭政治局面、防范政治风险的能力。”政治能力是新时代党员领导干部的首要能力,更是对领导干部是否有能力担当政治重任的首要衡量标准。新时代提升党员领导干部政治能力建设是加强党的政治建设的根本要求,既彰显马克思主义政党讲政治的鲜明特征,是中国共产党百年奋斗过程中的政治优势;又为党的伟大事业不断前进提供了组织保障。新时代党员领导干部政治能力建设包括领导干部的理论学习、政治鉴别、政治思维、政治风险预防、政治担当及组织领导能力六大部分,涵盖了领导干部理论实践的方方面面。理论学习能力是政治能力建设的理论基石;政治鉴别能力是政治能力建设从理论过渡到实践的重要纽带;政治担当能力是党对党员干部提出的政治能力建设要求;政治思维能力是政治能力建设的认知源泉;政治风险预防能力是政治能力建设的导向要求;组织领导能力则是政治能力建设的实践成果。

General Secretary Xi Jin-ping has pointed out:“Political ability is the ability to grasp the political direction,the general trend,and the overall situation,and the ability to maintain political concentration,control the political situation,and prevent political risks.”Political ability is the primary ability of Party members and leading cadres in the new era,it is the primary standard to measure whether leading cadres have the ability to take on political responsibilities.In the new era,improving the political ability of Party members and leading cadres is the fundamental requirement of strengthening the party’s political construction.It not only shows the distinctive characteristics of Marxist political parties,but also is the political advantage of the Communist Party of China in the process of hundred years’struggle;It also provides an organizational guarantee for the continuous progress of the party’s great cause.In the new era,the construction of Party members’Leading Cadres’political ability includes six parts:theoretical study,political identification,political thinking,political risk prevention,political responsibility and organizational leadership ability,covering all aspects of leading cadres’theoretical practice.Theoretical learning ability is the theoretical cornerstone of political ability construction;The ability of political identification is an important link in the transition from theory to practice;The ability of political responsibility is the requirement of the Party for the construction of political ability of Party members and cadres;Political thinking ability is the cognitive source of political ability construction;Political risk prevention ability is the guiding requirement of political ability construction;Organizational leadership is the practical result of political capacity building.
