数据治理视野下基层审批局政务服务能力评价研究——以西安市为例

Research on Government Service Ability Evaluation of Grassroots Examination and Approval Bureau under the Perspective of Data Governance——Taking Xi’an as an Example

以基层审批局为载体的相对集中行政许可权改革,是转变政府职能、提高审批服务效能的重要路径,而数据治理作为审批服务实现“一网通办”的核心环节,对基层审批局加快提升政务服务能力有着关键的影响作用。在既有基层政府政务服务能力评价研究基础上,通过引入数据治理概念及其内容框架,探索构建了面向基层审批局线上线下相融合的政务服务能力评价指标体系。进而选取西安市若干有代表性的基层审批局,运用问卷调查及访谈数据,评价西安市基层审批局政务服务能力现状,分析其在数据治理维度下的优势及不足。研究发现,基层审批局的政务服务群众满意度整体较高,但在“线上”数据交换共享、数据分析预测,“线下”服务标准化、服务质量以及加快“线上”“线下”融合互通等方面的能力亟待提升。

The reform of relatively centralized administrative licensing right with the grass-roots examination and approval bureau as the carrier is an important way to transform government functions and improve the efficiency of examination and approval services.Data governance,as the core link of examination and approval service to achieve“one network”,data governance has a key impact on the grass-roots examination and approval bureau to accelerate the improvement of government service ability.Based on the existing research on the government service ability evaluation of the grassroots government,this paper explores the government service ability evaluation index system for the integration through the introduction of data governance concept and its content framework.Then,several representative grassroots examination and approval bureaus in Xi’an were selected to evaluate the government affairs and service ability of the grassroots examination and approval bureaus of Xi’an by using the questionnaire survey and interview data,and analyzed its advantages and disadvantages in the dimension of data governance.The study found that the overall satisfaction of the grassroots examination and approval bureau is high,but the ability of“online”data exchange and sharing,data analysis and prediction,“offline”service standardization,service quality,and accelerating“online”and“offline”integration and communication need to be improved.
