The Theoretical Sources,Governance Ideas and Practical Path of Grass-roots Governance Modernization

加强基层治理体系和治理能力现代化建设,是确保基层政权坚强有力、维护国家长期稳定的必然要求。鉴于推进基层治理现代化的重大意义,需要从理论、历史、现实三个方面探索中国特色社会主义基层治理现代化的理论来源,需要厘清治理思路中经济与社会,参与主体权利与责任,自治、法治和德治的三组关系,在此基础上构建国家、地方、基层三级合力推进基层治理现代化的实践路径。

Strengthening the modernization of grass-roots governance system and governance capacity is an inevitable requirement to ensure the strength of grass-roots political power and maintain the long-term stability of the country.In view of the great significance of promoting the modernization of grass-roots governance,first,we need to explore the generation logic of the modernization of socialist grass-roots governance with Chinese characteristics from the three aspects of theory,history and reality.Second,we need to clarify the governance ideas of the three relationships between economy and society,the rights and obligations of the participants,autonomy,the rule of law and the rule of virtue in the process of governance.On this basis,we need to build a practical path to promote the modernization of grass-roots governance at the national,local and grass-roots levels.
