Comparative Analysis on the Construction of National Technology Innovation Center——Taking NICHST and NNEVTIC as Examples

本文以率先建立的国家高速列车技术创新中心和国家新能源汽车技术创新中心为研究对象,探讨在组织决策、多方共建、技术研发及服务方面的共同点,分析在组建模式与运行机制方面的机构性质、投入机制、人才机制、特色平台、创新研发方面的不同点,以此提出在投入机制、业绩考核、人才政策以及知识产权保护机制方面的对策建议,为建设国家技术创新中心提供参考。

Taking NICHST and NNEVTIC as the research objects,this paper discusses the common points in organization decision-making,multi-party co-construction,technology research and development and service,analyzes the differences in the nature of institutions,investment mechanism,talent mechanism,characteristic platform and innovation research and development in the organization mode and operation mechanism,and puts forward the countermeasures and suggestions on investment mechanism,performance assessment,talent policy and intellectual property protection mechanism,and provides reference for the construction of national technology innovation center.
