Speaking for Developing Countries:The Basis and Future of Education Cooperation among the Members of BRICS

摘要 金砖国家在对西方主导的世界秩序的不满中诞生,在对西方国家拒斥变革的失望中壮大,为发展中国家发声是金砖国家合作的基石。金砖国家的合作从金融投资拓展至卫生、科学、文化、反恐、能源安全等30个领域,合作方式从主要依靠现有国际机制转变为在一定程度上自主创立国际秩序。在发达国家的世界主导地位受到一定冲击、传统国际组织的公平与效率遭到多方质疑之际,金砖国家赢得了参与全球教育治理和国际教育公共产品供给的新机遇。金砖国家亟须推进2022年在北京召开的教育部长会议达成的共识,制定和实施“金砖国家教育合作行动方案”,增强共同行动力,推动发展中国家作为一个团体,从全球教育决策的边缘走向中心。 BRICS was founded on the basis of the member countries’ dissatisfaction with the world order monopolized by Western countries and has been growing out of its disappointment with Western countries’ reluctance to reform.Speaking for developing countries is the cornerstone of cooperation among BRICS countries.Cooperation of BRICS has extended from finance and investment to 30 domains,including health,science,culture,counter terrorism and energy safety.The mode of cooperation has changed from relying mainly on existing international mechanisms to independently establishing certain international orders.Nowadays,the dominance of developed countries has been somewhat weakened.Fairness and efficiency of traditional international organizations are being questioned.This provides BRICS with opportunities to participate in global education governance and the supply of international public goods.Based on the consensus reached at the BRICS conference for education ministers in Beijing in 2022,BRICS needs to formulate and implement "BRICS education cooperation action plan" to enhance its ability to act collectively.The purpose is to make developing countries as a collective,to move from the periphery to the center of global education decision-making system.
