新冠肺炎疫情防控常态化背景下探讨乡村治理共同体建构,是研究和理解乡村治理共同体的特殊视角,为完善一般状态下的乡村治理共同体提供了视角和契机。乡村治理共同体的基本内涵是权责同构的组织复合体、民主法治的行动聚合体、普惠共荣的利益联合体的有机统一,体现顶层设计与实践结合的理论逻辑、乡村善治与疫情防控的耦合逻辑、时代所需与民心所盼的现实逻辑。最后,本文对乡村治理共同体的实践路径提出了具体建议。

Exploring the construction of rural governance community under the background of normal epidemic prevention and control is a special perspective to study and understand the rural governance community, which provides a perspective and opportunity to improve the rural governance community in the general state. The basic connotation of rural governance community is the organic unity of homogeneous rights and responsibilities, the action aggregation of democracy and rule of law, and the interest union of universal benefit. It reflects the theoretical logic of combining top-level design and practice, the coupling logic of rural good governance and epidemic prevention and control, and the realistic logic of the times and the expectations of the people. Finally, the paper puts forward concrete suggestions on the practical path of rural governance community.
