党建引领下“三治融合”乡村治理优化路径的研究——以石家庄市D镇为例

A Study on the Rural Governance’s Optimization Path of “Integration of Three Governance” Under the Leadership of Party Building ——Taking D Town of Shijiazhuang City as an Example

本文以石家庄市D镇为例,对其在“三治融合”乡村治理实践过程中的具体方式进行梳理,并总结出目前治理中存在的党建引导效果欠佳、自治体系运转不畅、法治进程推动缓慢、德治建设面临挑战等问题。研究从制度、主体和治理环境三个层面进行剖析并查找原因,结合具体案例,总结出治理的优化路径。研究旨在提升乡村治理效能,促进乡村治理体系和治理能力的现代化,最终实现乡村振兴的总目标。

This paper takes D Town in Shijiazhuang City as an example to sort out its specific methods in the process of “integration of three governance” rural governance practices, and summarizes the problems existing in the current governance, such as the poor guiding effect of party building, the poor functioning of the self-government system, the slow progress of the rule of law, and the challenges facing the construction of the rule of virtue. By analyzing the problems from the three levels of system, subject and governance environment and finding the reasons, as well as through case study and analysis, the optimization path of governance is summarized, the party building is placed in a prominent position, and the internal logical relationship of “integration of three governance” is clarified. It is conducive to promoting the better integration of “autonomy, rule of law and rule of virtue”. It is hoped that this will improve the efficiency of rural governance, promote the modernization of the rural governance system and governance capacity, and ultimately achieve the overall goal of rural revitalization.
