国家能源集团一体化集中管控系统实施的理论方法创新和应用

Innovation and Application of Theoretical Methods for the Implementation of the Integrated Centralized Management and Control System of China Energy Investment Corporation

传统项目管理理论强调的是“范围、进度、预算”之间的三角平衡,在企业信息化项目管理中常常辅以项目实施方法论,分为需求分析、蓝图设计、系统实现、上线迁移4个阶段。但是,大型集团型企业在建设相应的数字化转型项目过程中,存在工期紧、范围广、费用紧、协调难、执行偏等问题。国家能源集团一体化集中管控系统建设项目在推进实施过程中,提出了“人、过程、环境、技商”的新项目实施方法论,并在一体化集中管控系统项目中给予落地验证。本文对国家能源集团一体化集中管控系统实施的理论方法创新和应用进行论述,其意义显著,一方面是对传统项目管理及实施方法论在央企中应用的完善与补充,另一方面对集团型企业建立完善的项目运营机制,推动数字化转型项目落地具有显著成效,能够为特大型央企发展提供宝贵的实践经验。

Traditional project management theory emphasizes a triangular balance among the"scope,progress and budget",which is often supplemented by the project implementation methodology in the information project management of enterprises.It is divided into four stages,i.e.,demand analysis,blueprint design,system implementation and online migration.However,during the implementation of pertinent digital transformation projects in large group enterprises,there are problems such as limited construction period,wide range,limited fees,difficulty in coordination,implementation deviation,etc.In the process of promoting the implementation of the integrated,centralized management and control system construction project of China Energy Investment Corporation,the innovative new project implementation method of"man,process,environment,technology and commercialization"was proposed and verified in the integrated centralized management and control system project.This paper discusses the innovation and application of theoretical methods for the implementation of the integrated centralized management and control system of China Energy Investment Corporation,which is of great significance.On one hand,it can improve and supplement the application of traditional project management and implementation methodology in enterprises directly under the central government;on the other hand,it can achieve remarkable results in establishing perfect project operation mechanism for group enterprises and promoting the implementation of digital transformation projects,providing valuable practical experiences for the development of super large enterprises directly under the central government.
