大数据技术与公安工作的深度融合为提升公安机关行政服务质量、纾解警力资源困境和提高社会治理现代化水平等带来了前所未有的机遇。大数据的广泛应用也使公安工作面临诸多挑战,如公安职能泛化问题加剧、配套法律规范滞后或缺失、可能侵害公民的隐私权以及形成对大数据技术的过度依赖等。为有效应对挑战,必须清楚认识公安大数据作为工具的本质属性,树立科学的大数据理念,完善现行法律制度,规范技术应用与管理,使公安大数据成为警务现代化的有力支撑。

The deep integration of big data technology and public security work has brought about unprecedented opportunities for improving the quality of administrative services of public security organs,alleviating the dilemma of police resources and improving the modernization level of social governance. The wide application of big data has also brought about many challenges to the public security work, including the intensification of the generalization of public security functions, the lag and lack of supporting legal norms, the possible infringement of citizens’ privacy rights, and the formation of excessive reliance on big data technology.In order to effectively meet the challenges, it is necessary to clearly understand the essential attributes of public security big data as a tool, establish a scientific big data concept, improve the current legal system, standardize the application and management of technology, and make public security big data a powerful support for the modernization of police affairs.
