摘要
高新区是我国煤炭资源型城市的产业结构调整的重要驱动力。文章从煤炭资源型城市制造业占比角度评估高新区的产业调整效应,选取2004—2019年中国19个产量较大的煤炭资源型城市的面板数据,基于准自然实验的分析框架,采用双重差分方法评估高新区设立对煤炭资源型城市产业结构调整是否有影响。实证结果表明,国家高新区的设立对煤炭资源型城市的产业结构调整具有显著影响。文章进一步使用合成控制模型研究高新区设立对煤炭资源型城市产业结构调整效应的大小,发现高新区设立后榆林市的制造业比重有所提高,其产业结构调整效应十分明显。
High-tech zones are an important driving force for the industrial structure adjustment of coal resource-based cities in China. This paper evaluates the industrial adjustment effect of high-tech zones from the perspective of the proportion of manufacturing industry in coal resource-based cities. Using the panel data of 19 coal resource-based cities with large output in China from 2004 to 2019, based on the analysis framework of quasi natural experiment, this paper uses the double difference method to evaluate whether the establishment of high-tech zones has an impact on the industrial structure adjustment of coal resource-based cities, The empirical results show that the establishment of national high-tech zones has a significant impact on the industrial structure adjustment of coal resource-based cities. The paper further uses the synthetic control model to study the effect of the establishment of High-tech Zone on the industrial structure adjustment of coal resource-based cities. The results show that the proportion of manufacturing industry in Yulin has increased by 40% after the establishment of High-tech Zone, and its industrial structure adjustment effect is very obvious.
