从中国共产党早期(1921-1949)劳动立法的调整解读社会保障政策

Interpretations of Social Security Policy from the Adjustment of Labor Legislation in the Early Stage of the Communist Party of China( 1921-1949)

中国共产党自成立之日起,始终把领导工人运动、关心工人阶级疾苦、维护工人阶级的政治和经济权利放在首位。梳理党在大革命时期、土地革命时期、抗日战争时期和解放战争时期有关工作时长、工资规定政策的转变,发现对于“劳资关系”立场的把握一直贯穿于党早期各阶段的劳动立法之中。这不仅对“加深理解中国共产党的性质和宗旨”有着重要的认识价值,同样对新时期我国社会保障政策的构建有着极为重要的启迪和鉴戒意义。

Since its founding,the Communist Party of China has always given top priority to leading the workers’ movement,caring for the sufferings of the working class,and safeguarding their political and economic rights. By sorting out the changes in the Party’s policies on working hours and wages during the Great Revolution,the Agrarian Revolution,Anti-Japanese War and the War of Liberation,it is found that the party’s position on“labor-capital relations”has been running through the early labor legislation of all stages. This not only has important cognitive value for “deepening the understanding of the nature and purpose of the Communist Party of China”,but also has very important enlightenment and reference significance for the construction of China’s social security policy in the new era: everything starts from reality.
