综合性公立医院开展未成年人保护医务社会工作的探索

Exploration on medical social work of minor protection in comprehensive public hospitals

近年来,随着经济社会的不断发展,侵害未成年人犯罪率持续上升。由于未成年人的年龄、社会地位及某些侵害人身份的特殊性,未成年人常难以为自己的权益发声。综合性公立医院因其公益属性理应在未成年人受侵害案件的处理过程中发挥不可替代的作用,但目前因缺少完善的流程与明确的范式而影响其作用发挥。本文参考我国台湾地区对于未成年人个案保护的作业流程,以北京清华长庚医院为背景,结合大陆相关法律法规,梳理我国大陆对于未成年人进行个案保护的医务社会工作本土化作业流程,以期为完善我国未成年人保护体系提供参考。

With the continuous development of economy and society,the crime rate against minors has continued to rise in recent years.Due to minors'disadvantages in age and social status and in some cases,the relationship between the perpetrators and the victims,it is often difficult for mi-nors to speak for their rights and interests.General public hospitals should play an irreplaceable role in the handling of cases of child abuse due to their public welfare attributes,but the lack of procedure and clear paradigm affects their role.This article refers to the operations process of casework for minor protection in Taiwan region,takes Beijing Tsinghua Changgung Hospital as the background,and combines relevant laws and regulations in Chinese mainland to sort out the localized operations process of medical social workers in Chinese mainland for case protection of minors,in order to provide reference for improving minor protection system in China.
