The Quality Improvement of China's Higher Education Opening Up in the New Era:Value,Challenge and Path

党的十八大以来,中国特色社会主义进入新时代,我国高等教育对外开放步入提质增效的新阶段,质量提升成为高等教育对外开放的必然选择。新时代背景下,我国高等教育对外开放质量提升,对于构建高质量高等教育体系与实现高等教育现代化、推动构建新发展格局与建设社会主义现代化强国、引领全球教育发展与构建人类命运共同体等具有重要价值。高等教育对外开放进入提质增效新阶段的同时,不断肆虐的新冠肺炎疫情、日益激烈的高新科技竞争、难以融通的学科与语言障碍等诸多因素成为高等教育对外开放质量提升面临的现实挑战。面对这些艰巨的困难与挑战,需要推动构建人类命运共同体,在自主平等、互利共赢、积极引领中促进开放;开展国际化行动,强化我国国际化服务、科研、课程等品牌效应;深化中外人文交流机制,做好人才培养与引进等国际化工作,从而促进我国高等教育对外开放质量提升,为高等教育强国建设与社会主义现代化建设贡献力量。

Since the 18th National Congress of the Communist Party of China,socialism with Chinese characteristics has entered a new era,and the opening up of China's higher education has entered a new stage of improving quality and efficiency.Quality improvement has become an inevitable choice for the opening up of higher education.In the context of the new era,the improvement of the quality of China's higher education opening up is of great value for building a high-quality higher education system and realizing the modernization of higher education,promoting the construction of a new development pattern and building a powerful modern socialist country,leading the development of global education and building the community with a shared future for mankind.As the opening up of higher education has entered a new stage of improving quality and efficiency,many factors,such as the rampant COVID-19 epidemic,increasingly fierce high-tech competition,and difficult to integrate disciplines and language barriers,have become practical challenges to improve the quality of opening up of higher education.In the face of these arduous difficulties and challenges,we need to promote the construction of the community with a shared future for mankind and promote opening-up in the context of independence,equality,mutual benefit and win-win results and active guidance;carry out international actions to strengthen the brand effect of China's international services,scientific research and courses;deepen the mechanism of people to people and cultural exchanges between China and foreign countries,and do a good job in the internationalization of talent training and introduction,so as to promote the quality of China's higher education opening up,and contribute to the construction of a powerful country in higher education and the socialist modernization drive.
