摘要
乡村振兴是解决有关“三农”问题的必经之路,乡村治理能力现代化转型是农村基层能否实现高效治理的关键所在,而农村基层实现高效治理的关键在于流动性最强的要素“人”。基于人才振兴视角,从治理思想固化、基层干部综合素质不高、乡村治理主体缺位、基层党组织影响力变弱等四个方面探讨了乡村治理能力现代化转型中存在的问题,并提出基层治理应从基层工作人员找准自身定位、内部培养人才、外部引进人才、发挥治理主体作用、强化党组织领导等五个方面入手,以推进人才振兴战略的正确实施,实现农村基层治理能力的现代化转型。
Rural Revitalization is imperative to solve the problems in agriculture, rural areas and farmers. The modernization of rural governance ability is the key to achieving efficient governance in grass-root rural areas, which highly depends on such a most mobile element as men. From perspective of talent revitalization, this paper discusses the problems existing in the modernization transformation of rural governance ability such as: solidified governance ideas, low comprehensive quality in grass-roots cadres, absence of rural governance subjects, and weakening influence of grass-roots party organizations, and puts forward the following five proposals: correctly identifying grass-roots staff ’ s role, cultivating local talents, introducing talents externally, strengthening function of governance subjects, and improving leadership of Party organizations, in order to properly implement the talent Revitalization Strategy and facilitate the modern transformation of rural grass-roots governance capacity.
