摘要
农村基层干部是乡村发展的中坚力量,尤其是乡村振兴的实施需要“人才振兴”的基础保障。《中国共产党农村工作条例》就农村基层队伍建设作出明确要求,提出通过“培、派、助”加强农村工作队伍建设。各地在具体实践中形成了一些经验做法,A省A州在实践中探索出了“聚焦引、集中学、干事带、晋级激、清单减”的“五步”基层干部人才培养模式,为民族边疆地区的基层干部人才培养提供了借鉴。结合开放大学视野下的农村基层干部人才培养的创新与实践,提出通过加强数字信息化助力农村干部队伍建设以及关怀保障机制建设、多途径多岗位培养方式等,创新农村基层干部人才培养模式。
Grassroots rural cadres are the backbone of rural development,especially as talent revitalization to guarantee Rural Revitalization Project.The Rural Work Regulations of the Communist Party of China has stipulated clearly requirements for developing grassroots rural teams,and proposed such approaches as training,dispatching and assisting.Various regions have accumulated some experiences in their practices.For example,A Prefecture in A province has explored a Five-Step mode characterized by talents introduction,capability upgrading learning,officials leading,promotion-stimulatedness and listreduction,which lends some insights to other ethnic border areas.Combined with the innovation and practice of talent training of rural grassroots cadres from the perspective of open universities,this paper suggests to further this practice by strengthening digital informatization,developing guarantee mechanism,and multiplying training channels and methods.
