公共卫生领域风险预防理念的适用

Application of risk prevention concept in public health

突发公共卫生风险在当今社会较为突出,而风险预防是治理突发公共卫生风险的关键。及时有效的风险预防能将突发公共卫生风险带来的损害控制在可接受范围内。首先,通过梳理风险预防理念的起源发展、定义要素,探讨我国公共卫生领域中适用风险预防理念的可行性。其次,选取我国突发公共卫生相关的法律规范,聚集其中的风险预防条款,分析其不足,再对风险预防理念适用于公共卫生领域的实践困境进行分析。最后,在立法与实践的基础上提供风险预防理念适用于公共卫生领域的完善路径。

Risk prevention is the key to manage sudden public health risks,which are prominent in current society.A timely and effective risk prevention can control the damage caused by sudden public health risks within an acceptable range.By combing the origin,development and definition elements of the concept of risk prevention,this paper discussed the feasibility of applying the concept of risk prevention in the field of public health in China.Then,we selected the relevant laws and regulations of public health emergencies in China,gathered the risk prevention clauses to analyze their shortcomings,and then analyzed the practical difficulties of the concept of risk prevention in the field of public health.Finally,on the basis of legislation and practice,it provided an improved path for the concept of risk prevention to apply to the field of public health.
