中缅原油管道水体污染防控技术

摘要 为避免跨国原油长输管道由于管道意外泄漏造成生态环境污染与社会舆情影响,有必要对原油泄漏的应急处置全过程进行深入研究,确保事故可控、抢险高效。以中缅原油管道为例,通过分析其潜在的水体溢油风险,提出了适用于河流、海洋等不同类型水体的溢油应急处置方案,包括溢油监测、溢油回收、回收物处置与资源修复等全流程技术要点及经验做法,对跨国管道运营公司在不同水文、地质地貌条件下的水体溢油应急处置方面具有一定的指导和借鉴作用。 In order to prevent the ecological environment pollution and negative influence of public opinion caused by accidental leakage of transnational crude oil long-distance pipeline, it is necessary to carry out in-depth study on the whole process of emergency treatment of crude oil leakage, in a bid to ensure that the accident is controllable and theemergency treatment is efficient. Taking the China-Myanmar crude oil pipeline as an example, the author herein has analyzed the potential risk of oil spilling and put forth the fundamentals and experience of the whole process includingmonitoring and recycling of spilled oil, recycling disposal and resource recovery. In so doing, it may provide guidance and reference for transnational pipeline operation companies to deliver emergency response to oil spilling under different hydrologic, geologic and geomorphic conditions.
