Interpreting and Analysis of Beijing Declaration on Research Data

[目的/意义]《科研数据北京宣言》是国际科学理事会数据委员会关于科研数据开放共享的重要主张,解读该宣言的理念内涵有助于我国科研数据管理工作未来部署。[方法/过程]首先,从时代特性角度分析《宣言》的产生背景;其次,介绍《宣言》倡导的十条核心原则及其附录;再次,结合国内外科研数据管理现状分析《宣言》的理论与实践意义;从次,分析《宣言》落地实现面临的现实困境并提出实现路径;最后,分析我国科研数据管理政策的现状并提出完善策略。[结果/结论]《宣言》所倡议的十条核心原则虽然为科研数据理论研究和实践应用提供了素材源泉和行动指南,但在实现层面仍面临若干现实困境。与国际科研数据管理政策良好态势相比,我国科研数据管理政策在参与群体、学科覆盖、社会声誉、成熟程度等方面尚存在不足之处,未来需要进行针对性的完善和优化:完善政策体系、推进广泛参与、加强宣传推广、促进落地实践。

[Purpose/significance]Beijing Declaration on Research Data is an important proposition of the CODATA on the open&sharing of research data,and interpreting the concept and connotation of the declaration will help China’s future deployment of research data management.[Method/process]Firstly,the present article analyzes the background of the Declaration from the perspective of the characteristics of the times.Secondly,it introduces ten core principles and appendices advocated by the Declaration.Thirdly,it analyzes the theoretical and practical significance of the Declaration based on the status quo of research data management at home and abroad.Then,it points out the real dilemma faced by Declaration and put forward the realization path.Finally,it analyzes the current situation of China's research data management policy and proposed some perfect strategies.[Result/conclusion]Although the ten core principles of Declaration provide a source of material and an action guide for research data theoretical research and management practices,Declaration still faces several practical dilemmas at the realistically level.Compared with the better research data management policy results in the international level,China is still having shortcomings in terms of participating groups,subject coverage,social reputation,and maturity.In the future,China needs to be improved and optimized:improving the policy system,promoting extensive participation,strengthening publicity and promotion,and promoting the implementation of practice.
