摘要
为实现水利工程联合运行、水污染联合防控探索,推进跨区域水生态补偿,形成河湖水环境治理良性发展机制,江苏省市际断面水文监测系统项目应运而生。采用水文现状调查与信息研究相结合的方法,设计基础设施、数据资源、应用支撑、业务应用4个层面,以及信息安全和标准规范两大体系的总体框架,分析基于数据汇聚平台与实验室数据资源的数据资源层、应用支撑层、业务应用层的主要建设内容,从而构建省域、市域、县域边界重要河段水量水质统一监测与监控系统。江苏省市际断面水文监测系统的设计与研究,不仅为江苏省流域的精密监测、精细管理、精准调度提供有力支持,也为省内外类似水文监测系统建设提供参考和借鉴。
In order to realize joint operation of hydraulic projects,and joint prevention and control of water pollution,the hydrological monitoring system for inter-city cross-sections in Jiangsu Province is developed.It is expected to promote regional water ecological compensation work,and form a benign development mechanism for river and lake water environment governance.The system combines hydrological investigation and information research.Based on four levels of infrastructure,data resources,application support,business application,the general framework is designed into two systems,which are information security and standard specification.By analyzing the main development contents of data resource layer,application support layer,and business application layer of data integration platform and laboratory data,the hydrological monitoring system of important rivers at borders of provinces,cities,and counties is developed.The design and research of this system not only provide strong support for monitoring,management and operation of river basins in Jiangsu Province,but also provide references for developing similar hydrological monitoring systems inside and outside the province.
