社区治理共同体的建设是当前社区治理建设研究的新视角,是对社区治理规律认识深化的结果,也是我国从强国家、弱社会向强国家、强社会过渡的需要,其根本目的在于使居民、社区和政府之间建立起协同发展、和谐稳定的平衡状态,建设成果及和谐程度直接影响到居民的生活质量和社会的稳定发展。从现阶段哈尔滨市社区治理情况入手,通过典型调查法发现了社区治理中存在的诸多问题,并针对这些问题,以国家政策作为依据进行分析,从而提出建设哈尔滨市社区治理共同体的对策:加强政府对居民的了解程度,建立政府对社区的引领模式,建立起社区和居民之间的利益纽带,进而建设政府、社区、居民治理共同体,提升社区居民参与社区治理的积极性,促进社区的可持续发展。

The construction of community governance community is a new perspective for the research on the current community governance construction.It is the result of the deep understanding of the law of community governance.At the same time,it is also the need of China’s transition from strong country,weak society to strong country,strong society.Its fundamental purpose is to establish a coordinated,harmonious and stable balance among residents,communities and the government.The construction results and the degree of harmony directly affect the quality of life of residents and the stable development of the society.Starting from the current situation of community governance in Harbin City,this paper finds many problems in community governance through typical investigation method,and analyzes these problems according to national policies.Then the study proposes the countermeasures of community governance community in Harbin City,i.e.to strengthen the government’s understanding of residents,establish the government’s leading model for communities,and build the interest link between communities and residents,so as to promote the sustainable development of the community.
