Artificial intelligence is becoming a crucial area of international competition.The United States views AI as an important tool of maintaining global leadership,and human capital is a core pillar in its AI strategy.From the perspectives of system,national and individual levels,the United States is imperative to implement AI human capital strategy.Therefore,the American government promotes the all-round promulgation and implementation of the strategy through a space framework composed of three pillars,i.e.policy,capital and education,to ensure its sustainable development.The AI human capital strategy’s top-level design,the establishment of a coordination mechanism and all-chain development system,and the importance attached to AI related ethics and international cooperation provide us with some beneficial references.
