共生强调的是一种创造性合作关系,为解决社区服务协同供给的合作困境提供了新的理论视角。在现代福利治理背景下,社区服务共生单元与特定的共生环境相互作用,构建出以主体共生、资源共生、机制共生为主要模式的共生关系。在此框架下,本研究基于“价值共识——价值递送——价值共创——价值促进”所形成的公共价值创造逻辑,从公共性的价值目标、整体性的网络化结构、复合性的服务生态系统、有效性的共生界面等因素探讨共生型社区服务的生成机理,并以“需求管理、资源整合、信任建构和智慧协同”四维联动优化其实践路径。

Symbiosis emphasizes a creative cooperative relationship and provides a new theoretical perspective for solving the cooperative dilemma of collaborative community service provision.In the context of modern welfare governance,community service symbiotic units interact with specific symbiotic environments to build symbiotic relationships with subject symbiosis,resource symbiosis,and mechanism symbiosis as the main modes.Under this framework,this study is based on the"value consensus-value delivery-value co-creation-value promotion".Based on the logic of public value creation formed by"value consensus-value delivery-value co-creation-value promotion",this study explores the generation mechanism of symbiotic community services in terms of public value objectives,holistic network structure,composite service ecosystem,and effective symbiotic interface,and optimizes its practice path by"demand management,resource integration,trust construction,and intelligent collaboration".The four-dimensional linkage is used to optimize its practice path.
