中小学校外辅导机构师资乱象与治理研究——以Y市为例

Research on the Chaos and Governance of Teachers in out of School Counseling Institutions in Primary and Secondary Schools—Take Y City as Example

目前,中小学校外辅导机构存在师资结构不合理、教师职业认同度较低、教师招聘要求不严格、师资队伍不稳定、教师能力参差不齐等师资乱象,这主要是由法律法规不完善、相关政府部门监管失范、辅导机构管理制度不规范、教师法律意识淡薄、家长报辅导班具有一定的盲目性所致。基于多元主体协同治理视角,文章探究不同主体在师资乱象治理过程中的相应责任,探寻根治师资乱象的有效路径,从而为中小学校外辅导机构健康发展、满足社会各方利益和需求、提高校外辅导教育质量提供理论参考。

At present, primary and secondary school off campus counseling institutions have teachers’ chaos, such as unreasonable teacher structure, low professional identity of teachers, lax requirements for teacher recruitment, unstable teacher team, uneven teacher ability, which is mainly caused by imperfect laws and regulations, anomie supervision of relevant government departments, nonstandard management system of counseling institutions, weak legal awareness of teachers, and certain blindness of parents’ newspaper counseling classes. Based on the perspective of multi-agent collaborative governance, this paper explores the corresponding responsibilities of different subjects in the process of teacher chaos governance, and explores the effective path to eradicate teacher chaos, so as to provide theoretical reference for the healthy development of primary and secondary school off campus guidance institutions, meet the interests and needs of all parties in society, and improve the quality of off campus guidance education.
