对我国世界一流大学建设新阶段的思考 被引量:6

Reflections on the New Stage of Building World-Class Universities in China

摘要 在长期稳定的国家战略推动下,我国一流大学的综合实力显著提升,在高精尖指标的国际对比分析中已经表现出冲击世界一流大学的实力和冲击世界顶尖大学的潜力,标志着我国的世界一流大学建设已经进入新阶段。我国的世界一流大学建设需要在推进人类福祉、成为卓越榜样和服务国家需求等理念的指引下,以大学自身定位及其全球实力为限域,明晰新阶段的分类发展目标定位。本研究建议深化评价改革,完善“双一流”建设方案;推进自主建设,实施世界一流大学(前列)建设计划;聚焦高精尖指标,实施世界一流大学(行列)建设计划;服务国家战略需求,推进“双一流”建设面上计划;科学设置退出方案,优化“双一流”动态调整机制。 Driven by the long-term and stable national strategy, the comprehensive strength of first-class universities in China has been significantly improved. By comparing their international performance with top-grade indicators, first-class universities in China have shown the strength to become world-class universities and the potential to become world-top universities, which indicates that building world-class universities in China has entered a new stage. In the new stage, first-class universities in China needs to setup their strategic goals in the context of promoting human well-being and global common good, becoming a model for research universities in the world, and serving national needs. This study suggests to reform the evaluation system for the Double First-Class Project, to establish specific initiative for building world-top universities by allowing such universities to select key disciplines themselves, to establish specific initiative for building world-class universities by guiding such universities to focus on top-grade indicators, to continue the current Double First-Class Project by requiring such universities to emphasize service on national strategic needs, and to optimize the dynamic management of the Double First-Class Project by establishing an exit mechanism for universities not performing well enough.
