中国自然保护地规划制度构建研究

Construction of China’s Natural Protected Area Planning System

科学的规划体系是反映自然保护地治理能力的重要方面。文中在梳理我国各类自然保护地规划的基础上,分析现有规划体系存在的多种类型自然保护地规划并行、质量有待提高、创新性和参与性不强、法律地位和制度保障欠缺等问题,从构建逻辑、框架、如何融入国家规划体系、法治和标准建设等方面,提出我国新型自然保护地规划体系重构的路径和建议。

A science-based planning system is an important aspect that reflects the governance capabilities of natural protected area.By reviewing the current planning systems for different types of natural protected area in China,the paper analyzes existing problems such as the parallel planning for various types of natural protected area,the planning quality that needs to be improved,the weak innovation and participation,and the lack of legal status and institutional guarantee.From the aspects of construction logic,framework,the integration into the national planning system,legal system and standard development,the paper puts forward the path and suggestions for the reconstruction of the new-type planning system for natural protected area.
