Human beings have factually stepped into an era of data and internet.Digital economy,digital society and digital life have become the technological characteristics of this era.Technology,network,data and platform not only innovate the mode of social governance and economic development,but also reshape people’s cognitive concept of themselves and the world.The essence of innovation is breakthrough.While promoting innovation,data technology has also had an immeasurable impact on freedom,equality,security,harmony,etc.New technology is making mankind face a severe risk social crisis.Ethics is the bottom line of human symbiosis and coexistence.In the governance of data technology,in addition to taking the law seriously,it is also necessary to systematically implant ethical rules from the aspects of scientific and technological research and development,promotion and use,so that ethics can become the compass of legal innovation,so as to achieve the effective connection of law and ethics.
