摘要
梳理了智慧国土规划管理的概念与内容演进,总体框架、数据体系、技术体系的进程,相关政策导引和规范标准支撑状况,以及部、省、市三级实践探索成果进展;明确了中国智慧国土空间规划管理在数据整合、技术集成、平台构建、标准支撑、应用探索等多维度的发展进程中存在的问题;提出了包括优化完善规划管理信息平台、探索实现规划从二维向三维的转变、实时感知国土空间的动态变化与管控需求、深化完善体制机制和规范标准的支撑、集成运用云边端及区块链技术5个方面的展望。
Based on recent academic literature,policy documents,norms and standards,and practical cases,the paper systematically sorts out the concept and content evolution of smart territorial planning and management,as well as its overall framework,data system and technical method progress.Meanwhile,the relevant policy guidance and standardization status and the progress of the three-level practice exploration results,i.e.,the ministry,province,and city,are also analyzed to clarify the development process and existence of China's smart territorial planning and management in terms of multi-data fusion,technology integration,platform development,application exploration,and standard support.Moreover,five perspectives of China's smart territorial planning and management are presented,including optimizing and improving the planning and management information platform,exploring and practicing the transformation of territorial planning from two-dimensional to three-dimensional,real-time perception of dynamic changes of territorial planning and management demands,deepening and perfecting institutional mechanisms and standards,and integrating the use of cloud-edge-terminal and blockchain technology so as to truly realize the goal of smart territorial planning and management.
