省界毗邻地区绿色发展路径探索:来自革命老区振兴的启示 被引量:25

Green Development Path for Adjacent Regions of Provincial Boundaries:Insights from the Revitalisation of Old Revolutionary Base Areas

摘要 边界毗邻地区通常是经济发展与生态环境保护的双重洼地。本文以革命老区振兴规划的实施为政策冲击,分别将省界毗邻地区内的革命老区和非革命老区作为处理组和对照组,基于县域层面的统计数据和卫星遥感数据,采用多时点双重差分模型,评估该政策对革命老区经济发展和生态环境保护的影响,探究省界毗邻地区的绿色发展路径。研究结果表明,该振兴规划在显著提升革命老区经济增速的同时,还通过退耕还林(草)、荒漠化治理和绿地保护等举措显著改善了其生态环境质量。经过一系列稳健性检验后,上述结论依然成立。机制分析发现,推动土地集约式开发利用和促进旅游业发展是革命老区实现经济建设和生态环境保护“双赢”的重要途径。 Border regions usually trap in a dilemma of economic depression and ecological enviromental deterioration.This paper takes the revitalization plan for key old revolutionary base areas as a policy shock to explore the green development path for the adjacent regions of provincial boundaries.Old revolutionary base areas and non-revolutionary old areas within the adjacent regions of provincial boundaries are taken as the treatment group and control group respectively.Based on the county-level statistical data and satellite remote sensing data,the staggered difference-in-difference model is employed to assess the effect of the revitalization plan on the local economic development and ecological protection.The results of the study indicate that the revitalization plan for old revolutionary base areas has indeed contributed significantly to the development of the local economy,and it also improved the ecological quality of these areas through returning farmland to forestry or grass,desert management,and green space preservation.This conclusion remains valid after a series of robustness tests.The analysis of the mechanism finds that the promotion of intensive land use and tourism development is an essential way for the old revolutionary base areas to achieve a win-win situation for economic development and ecoenvironmental protection.
