农业科研院所科技特派员选派工作新模式——福建省科技特派员制度的启示

New Mode of Selecting Science and Technology Commissioners in Agricultural Research Institutes,Enlightenment of Science and Technology Commissioner System in Fujian Province

科技特派员制度20多年前起源于福建省南平市,最初目的是为了解决“三农”工作的科技及人才短板问题,现已成为我国科技及人才下沉、服务“三农”一线的重要抓手。文章在调研的基础上总结了南平市农业科技特派员制度的几种运行模式,如科技特派员扎根一线领衔创办企业、科技特派员引领当地农民集资组建农民合作社、科技特派员通过传帮带发展创业型特派员等,并从转变工作思路、改变工作模式、完善工作机制、扩大选派范围等方面提出了加强农业科研院所科技特派员选派工作的建议,以推动省级农业科研院所通过实施科技特派员制度聚焦乡村振兴,破解乡村人才短缺的困局,加快农业科技现代化,促进地方产业发展,带领农民脱贫致富,实现乡村振兴。

The science and technology commissioner system originated in Nanping City, Fujian Province more than 20 years ago. It was basically for solving a short board of science and technology and talents of the work of "agriculture, rural areas and farmers". Now it has become an important starting point for the sinking of science and technology and talents and serving the front line of "agriculture, rural areas and farmers" in China. Based on the investigation, several operation modes of agricultural science and technology commissioner of Nanping City were summarized in the paper, such as commissioner set up enterprises, commissioner direct local farmers to set up cooperatives, and innovative commissioners. Suggestions for strengthening science and technology commissioner system in agricultural institutes were put forward from changing thinking ways, changing work modes, perfecting working mechanism and enlarging commissioner ranges, which will promote provincial agricultural research institutes to focus on rural revitalization, solve the dilemma of rural talent shortage, accelerate the modernization of agricultural science and technology, lead farmers to get rid of poverty and become rich, and realize rural revitalization.
