Discussion on Whole Process Management of Civil Air Defense Construction Project

随着我国城镇化发展的加快,人防工程建设也进入了快速发展时期。有建设就有管理,管理不仅贯穿建设的全过程,而且是建设的继续和延伸。管理好才能延长人防工程的寿命。必须从军事斗争准备的高度做好人防工程管理工作。现阶段城市民用建筑修建的防空地下室(简称"结建")存在很多问题,为此从制度落实、维护管理、意识增强三个方面提出了针对性措施,以促进“结建”工程质量的提高。

With the acceleration of urbanization development in China,civil air defense construction has entered a period of rapid development.Construction is accompanied with management.Management not only runs through the whole process of construction,but also is the continuation and extension of construction.Good management can prolong the life of civil air defense projects.We must do a good job in the management from the height of military preparedness.At present,there are many problems in air defense basements of civil buildings in urban areas.Some measures are put forward from three aspects of system implementation,maintenance management and consciousness enhancement to improve the quality of air defense basements project.
