科技期刊出版诚信建设现状评估及发展建议

Current situation evaluation and development suggestions of scientific journal publishing integrity

【目的】以涵盖科技期刊出版全流程的诚信制度与举措为切入点,综合评估我国科技期刊出版诚信建设现状,了解科技期刊诚信建设中的成效与短板,推进我国科技期刊诚信体系的规范化建设。【方法】设计期刊层面的出版诚信问卷,通过问卷调研,了解各刊自评估与期刊整体诚信建设情况。【结果】参与调研的科技期刊建设水平整体良好,具备基础制度与审查程序,但仍存在规定细粒度不足,举措开展与落实情况不透明等问题。其中卓越期刊率先建立较为完善的诚信体系,能够紧跟国际动态、推进新兴规范。【结论】科技期刊出版诚信建设需做系统性设计,通过填补建设空白点和新兴点,提高全流程处理透明化和有序性,确保程序上能够防范学术不端等不良行为。同时,重视科技期刊在科研诚信体系建设中的能动性,发挥科技期刊的诚信教育引导作用,促进科研诚信生态环境的完善。

[Purposes]According to the norms and measures for integrity in the whole publishing process of scientific journals,we assessed the publishing integrity of them in China and summarized the outcomes and weak links to enhance the standardized construction of journal integrity system in China.[Methods]Through questionnaire survey,we clarified the self-evaluated integrity and overall integrity of each journal.[Findings]The overall integrity construction of journals is at the medium level,as they all have basic norms and review procedures.However,they should further detail related requirements and make the implementation of the measures public.By contrast,journals included in the Excellence Action Plan for China STM Journals have taken the lead in establishing a complete integrity system,which can keep up with international trends and promote emerging norms.[Conclusions]For the publishing integrity,scientific journals should establish a system by all the integrity norms and measures in the publishing process,adding emerging norms,and making the whole process transparent and ordered.On this basis,academic misconduct can be avoided in the whole process.At the same time,journals should promote the improvement of scientific research integrity environment by exerting subjective initiative and giving full play to the guiding role in scientific integrity education.
