药物经济学评价是各国家(地区)医保目录调整决策的重要参考证据。贴现率的取值能直接影响药物经济学的评估结果,因此需要进一步规范。该文基于典型国家(地区)的递交指南,分析贴现率的内涵与取值特点,深入探索贴现率取值的理论依据及计算方式,为中国(除香港、澳门及台湾外)制定用于支持医保目录调整的药物经济学评价的贴现率提供参考和借鉴。

Pharmacoeconomic evaluation is an important reference evidence for the adjustment and decision-making of national reimbursement drug list in each country or region.The value of the discount rate can heavily affect the pharmacoeconomic evaluation results,so it needs to be further standardized.Based on the submission guidelines of typical countries and regions,this paper analyzed the connotation and characteristics of the discount rate and explored the theoretical basis and calculation method,so as to provide reference for the development of discount rate of pharmacoeconomic evaluation to support the adjustment of reimbursement drug list in China(except Hong Kong,Macao and Taiwan).
