美国温室气体减排重点领域政策措施和标准现状及趋势研究

Policies, Standards and Trend of Greenhouse Gas Emission Reduction for Key Areas in the United States

为应对全球气候变化,《巴黎协定》要求各缔约方采取行动减少温室气体排放。美国联邦政府、州政府和地方层面以及民间组织通过技术法规、能源政策、标准等多种措施,推进温室气体减排。本文研究美国温室气体减排政策措施和标准现状,聚焦温室气体管理、交通运输、电力、工业和建筑节能五大重点领域,对其温室气体净零排放政策和标准化趋势作出研判,为我国建设和完善碳达峰碳中和“双碳”标准化体系、促进“双碳”目标的实现提供借鉴。

To address global climate change, the Paris Agreement requires parties to take action to reduce greenhouse gas(GHG) emissions. In the United States, GHG emission reduction is driven by the federal, states and local governments as well as standards organizations through multiple measures including technical regulations, energy related policies, standards, etc.By studying United States’ GHG emission reduction policies and standards, and analyzing the developing trend with focus on key areas of GHG management, transportation, electricity, industry and buildings, this paper provides insightful references for China’s establishment of policies and standards system in order to achieve the carbon peak and carbon neutrality goals.
