“十四五”时期内蒙古自治区中等收入群体发展研究——基于SWOT分析的路径选择

A Study on the Development of Middle-income Groups in Inner MongoliaDuring the“14th Five-Year Plan”:On the Path Selection Based on SWOT Analysis

“十四五”时期推动我区中等收入群体发展,是落实党的十九届五中全会和内蒙古自治区党委十届十三次全会提出的2035年远景目标的必然要求,是确保“十四五”时期我区相关工作开好局、起好步的现实要求。SWOT分析法的运用表明,“十四五”时期我区中等收入群体发展既具有不少优势,又存在一些劣势,既面临诸多机遇,又面对一定挑战,但总体来看,优势多于劣势,机遇大于挑战。“十四五”时期推动我区中等收入群体发展,可以依次遵循凝聚思想共识、摸清区情家底、制定行动计划、摸着石头过河、完善行动计划的发展路径。

Promoting the development of the middle-income groups in our region during the“14th Five-Year Plan”period is an inevitable requirement in implementing the long-term goal of 2035 proposed by the Fifth Plenary Session of the 19th Central Committee of the Party and the 13th Plenary Session of the Tenth Party Committee of the Inner Mongolia Autonomous Region.It is also the realistic requirements to ensure the relevant work of our region having a solid start during the“14th Five-Year Plan”period.The application of SWOT analysis shows that the development of the middle-income groups in our district has many advantages and disadvantages,faces many opportunities as well as certain challenges during the“14th Five-Year Plan”period.But overall,the advantages outweigh the disadvantages,and the opportunities outweigh the challenges.Promoting the development of the middle-income groups in our region during the“14th Five-Year Plan”period,we can follow the development path of consolidating ideological consensus,understanding the status of the district,formulating action plans,and perfecting the action plan.
